As Sauron began to build his armies and spread his power across the lands of Middle Earth, he required places to house his minions. So through his own powers and that of his followers he caused forth for huge towers to be built or captured from his opposers. In time these towers swarmed with orcs, ologs, and other minions of evil. At this time period in Elendor, Mordor has occupied 5 of these such places, calling them garrisons. Each garrison has its own ranks of orcs, along with other unique attributes. However, to make sure that there is enough players in each Garrison, there are only 2 open to players, Minas Morgul and Dol Gulder.
